## Summary
Saves 1 byte per spinlock, if spinlocks are not used.
## Impact
Reduce RAM usage by 1 byte per defined spinlock, if CONFIG_SPINLOCK=n.
## Testing
rv-virt:nsh64 + ostest
CI pass
## Comparison
BEFORE:
