Add comprehensive man page documentation for the ip6tables command in
Documentation/applications/system/ip6tables/index.rst.
The documentation includes:

CONFIG_NET_IPv6)
Command syntax and usage
All supported commands (-A, -D, -I, -L, -F, -P)
