   ## Summary
   
   Makefile and CMake compiled TFLM with different flags: Make used 
-DTFLITE_EMULATE_FLOAT and skipped -DTF_LITE_STATIC_MEMORY; CMake used 
-DTF_LITE_STATIC_MEMORY and -O3 and skipped -DTFLITE_EMULATE_FLOAT.
   
   ## Impact
   
   Build-system only for apps/mlearning/tflite-micro. Make and CMake now pass 
the same TFLM preprocessor flags. No Kconfig or public API change. CMake TFLM 
objects are no longer forced to -O3.
   
   ## Testing
