This PR is superseded by #3791, now merged: #3791's branch was built on top of this one locally, so all 7 commits here were already included in that squash-merge (`c78e4d69e`). Diffing `upstream/master` against this branch confirms there is nothing left to contribute - every difference is this branch's older code that #3791 already replaced (older `ptpd_status()` IPC, no outlier rejection, no ingress/egress latency compensation, no TX hardware-timestamp failure tracking, `PTP_VERSION_2_0` instead of the corrected `2.1`).
