   ## Summary
   
   Bumps the esp32s3 `ESP_HAL_3RDPARTY_VERSION` to pick up 
espressif/esp-hal-3rdparty#15, which enables 
`CONFIG_ESP_SLEEP_PSRAM_LEAKAGE_WORKAROUND` for esp32s3. Without it the PSRAM 
chip select (SPICS1) is isolated and floats in light sleep, and the PSRAM 
leaves standby ~300 ms into every sleep.
   
   **Depends on espressif/esp-hal-3rdparty#15** — the hash points at that PR's 
commit and will be updated once it is merged.
   
   ## Impact
   
   esp32s3 boards with PSRAM: ~2.2 mA less in light sleep. No API or behavior 
change otherwise. The bump also brings the 8 commits already on 
`release/master.c` after `b90b1837`.
   
   ## Testing
   
   XIAO ESP32-S3 (N8R8, octal PSRAM), light sleep + tickless, supply current on 
an INA226: 4.7 mA -> 2.3 mA with CS1 kept out of the sleep isolation 
(equivalent runtime change, `SLP_SEL` cleared on GPIO26). This bump builds; to 
be re-measured directly before leaving draft.
