## Summary
Add initial support for the Renesas RA8M1 MCU family (Arm Cortex-M85,
Armv8.1-M, up to 480 MHz) and the Renesas EK-RA8M1 evaluation kit.
## Impact

- New feature: adds a new architecture (`ra8m1`) and a new board
(`ek-ra8m1`).
- Build: `arch/arm/Kconfig`, `boards/Kconfig`,
- Hardware: only the EK-RA8M1 has been tested.
- Documentation: adds `Documentation/platforms/arm/ra8m1/` with the
platform page and the EK-RA8M1 board page.
## Testing
Host: <OS / version, toolchain (e.g. arm-none-eabi-gcc x.y)>
Board: Renesas EK-RA8M1 (R7FA8M1AHECBD), console on SCI9 (via the on-board
debug USB)
Build and flash:
```
cmake -B build -DBOARD_CONFIG=ek-ra8m1:nsh -GNinja
cmake --build build
rfp-cli -device ra --tool jlink -if swd -p ./build/nuttx.hex
```
Run `ostest` from NSH on the `nsh` configuration:
```
nsh> ostest
```

The `nsh-leds` configuration test:
Build and flash:

Run `printf` from NSH on the `nsh-leds` configuration:
