URL: https://github.com/apache/nuttx/pull/20404

   ## Why

`pgalloc()` is a syscall in a kernel build. It asserted the start of the
break only in debug, and never the end, so a user task could map pages past
`ARCH_ADDRENV_VEND`.

   ## How

Return 0 for a break below the heap, unaligned, or with pages past the end
of the address environment.

   ## Tested

i.MX93, kernel build, a user task calling `pgalloc(0x100000000, 1)`, one
page past `ARCH_ADDRENV_VEND`:

   | | result |
   | --- | --- |
   | before | mapped, returns `0x100000000` |
   | after | `0` |

   `tools/checkpatch.sh` clean.
