URLs on our website for the release artifacts

* SHOULD BE:
https://dlcdn.apache.org/nuttx/13.1.0/apache-nuttx-13.1.0.tar.gz.
* On our website https://nuttx.apache.org/download/ the links containing OS,
Apps, SHA-512, and Signatures lead to redirection page and does not provide
files requested directly.
* For instance
https://www.apache.org/dyn/closer.lua/nuttx/13.1.0/apache-nuttx-13.1.0.tar.gz
leads to information page that suggests
https://dlcdn.apache.org/nuttx/13.1.0/apache-nuttx-13.1.0.tar.gz as the
download link.

* Interesting part is that old incubator releases (i.e. 10.0.0) works fine

7.13 to 8.2 lead to non existing bitbucket repository, for instance
