## Summary
unify STM32 timer based drivers: free-running, one-shot, quadrature enco and
pulsecount
## Impact
remove duplicate drivers, unify all timer based drivers for stm32
## Testing
Hardware, all timers per board as /dev/timerN plus one-shot and free-run
(16-bit and 32-bit):
