URL: https://github.com/apache/nuttx-apps/pull/3836

sclock_t was removed from the kernel headers when clock_t was redefined as
signed 64-bit (int64_t). This broke out-of-the-box builds for configurations
enabling CONFIG_TESTING_OSTEST=y (such as nucleo-l432kc:nsh).

Replace all usages of sclock_t in wdog.c with clock_t and drop redundant
casts.
