   ## Summary

Migrates the legacy monospaced README.txt for the **Arduino M0** development
board (Microchip ATSAMD21G18A MCU) to standard Sphinx rST documentation format
in index.rst, removing the .. include:: README.txt :literal: raw inclusion.

   Key documentation contents added:
   - Board overview and comparison between Arduino M0, Arduino M0 Pro, Arduino
Zero, and compatible third-party variants (Wemos SAMD21 M0, RobotDyn SAMD21 M0).
   - Operating voltage specifications and 3.3V I/O pin caution.
   - Full hardware specs: 32-bit ARM Cortex-M0+ @ 48 MHz, 256 KB Flash, 32 KB
SRAM, internal RC oscillator + DFLL48M clock architecture.
   - LED indicator table for CONFIG_ARCH_LEDS states on PA17.
   - Serial console pinout and connection guide for SERCOM5 (PB22 TXD / PB23
RXD) at 115200 8N1.
   - Native USB CDC/ACM serial console guide (usbnsh).
   - Board configurations overview (
   sh, usbnsh) and build instructions.
   - Flashing and debugging section covering OpenOCD with CMSIS-DAP /
Atmel-ICE, ST-Link (interface/stlink.cfg), Segger J-Link (interface/jlink.cfg),
and GDB.
   - Explicit note on bootloader offset limitations (explaining why SWD at
0x00000000 is required by default due to scripts/flash.ld).

   Addresses #11077
   Part of #15737

   ## Impact

Documentation only. No impact on existing source code, drivers, or build
logic.

   ## Testing

   - Validated rST syntax and rendering using docutils with 0 errors and 0
warnings.
   - Verified commit style and formatting with ools/checkpatch.sh -g HEAD (0
errors, 0 warnings).
