URL: https://github.com/apache/nuttx/pull/20713
## Summary
* Reorder `SOL_SOCKET` option values so options stored in
`socket_conn_s:s_options` leave room for options from other protocol levels.
* Keep the simulator host usrsock option definitions aligned with
`include/sys/socket.h`.
* Add TCP-level option mapping for `TCP_NODELAY`, `TCP_KEEPIDLE`,
`TCP_KEEPINTVL`, `TCP_KEEPCNT`, `TCP_MAXSEG`, and `TCP_CORK`.
* This change is limited to the socket option definitions and simulator
host usrsock implementation.
## Impact
* New feature: NO. This fixes option layout and adds host-usrsock TCP
option support.
* User impact: NO API migration is intended; existing socket option values
are adjusted consistently across the affected interfaces.
* Build impact: Simulator host-usrsock code and socket option definitions
are affected.
* Hardware impact: NO.
* Documentation impact: NO.
* Security impact: NO.
* Compatibility impact: The simulator host usrsock implementation now maps
the listed TCP options to the host socket API.
## Testing
I verified the patch series with the NuttX checkpatch script:
```text
tools/checkpatch.sh -g apache/master..number
All checks pass.
```
The changes were not run on a physical hardware target in this
environment. Runtime validation on the simulator/host-usrsock target is still
recommended during review.
