Reproduced on master (c6e866578e). Without PICO_SDK_PATH,
arch/arm/src/rp2040/Make.defs silently skips the boot2 include, so .boot2 is
empty and the vector table lands at 0x10000000; the BOOTROM’s boot2 CRC check
fails and it falls back to BOOTSEL. Verified by checking the boot2 CRC in the
generated image (no SDK: FAIL, SDK 2.2.0: OK).

The silent skip was introduced in #2887 because CI didn’t have the SDK back
then. CI now exports PICO_SDK_PATH everywhere (Docker, linux.sh, ubuntu.sh,
windows.ps1), and CMake already fails hard. I’d like to make the Make build
fail early with a clear error when CONFIG_RP2040_FLASH_BOOT=y and the SDK is
missing, matching CMake. SRAM-boot configs are unaffected. Does that sound good?
