## Summary
Aligns `nuttx-apps` CI testlists with the ARM vendor/family reorganization
introduced in apache/nuttx#20787 (Phase 2 of CI optimization #20483):
1. **Testlist Reorganization:**
Replaces the legacy alphanumeric buckets (`arm-01..14`) in
`.github/workflows/build.yml` with the 13 vendor/family testlists:
- `arm-imx`, `arm-nrf`, `arm-nxp`, `arm-rp2xxx`, `arm-sam`, `arm-ti`
- `arm-stm32f4-1`, `arm-stm32f4-2`, `arm-stm32f0-f3`, `arm-stm32h7`
- `arm-stm32l-u-g`, `arm-stm32-other`, `arm-other`
2. **Local Workflow References:**
Updates reusable workflow invocations from pinned `@master` to
`./.github/workflows/arch.yml` so pull requests run against their own workflow
modifications.
3. **CI Dependency:**
Includes `Depends-On: apache/nuttx#20787` so the CI runner pulls the
matching OS branch and validates the build end-to-end.

## Impact
- **CI / Build system:** Synchronizes apps CI with the OS repository,
ensuring zero testlist disruption when the reorganization merges into `master`.
- **Source code:** No functional or application code changes.
## Testing
- Verified YAML syntax of modified workflows (`build.yml`, `arch.yml`).
- Validated 100% matrix parity across all 28 board targets against the OS
repository.
