## Summary
- 6LoWPAN built its TCP header with a copy of tcp_sendcommon() that never
started the retransmission timer and did not scale the window: use the new
tcp_fill_header()
- rewind tx_unacked on a retransmission
- a segment dropped for lack of IOBs is retransmitted instead of ending
the send with -ENOMEM
- advance the send sequence past the sent segment
## Impact
fix tcp over 6LoWPAN
## Testing
nrf52840-dk, nrf5340-dk (net core), nrf54lm20-dk: TCP echo and telnet
between nodes and through a 6LoWPAN star hub
