boards/x86_64/qemu-intel64: Set PCI UART1 port 0 in citest_smp and jumbo
Both configurations select the QEMU single-port PCI serial card
(1b36:0002) as UART1 but leave CONFIG_16550_PCI_UART1_PORT at its
Kconfig default of 1. A single-port card only has port 0, so no
device can match and /dev/ttyS1 is never registered.
Set CONFIG_16550_PCI_UART1_PORT=0 to match the card they already name.
