URL: https://github.com/apache/nuttx/pull/20968
## Summary
The asan and ubsan blocks in `arch/sim/src/cmake/Toolchain.cmake` each
added the same `-fsanitize` flag to the link options twice
(`-fsanitize=address` at lines 166 and 170, `-fsanitize=undefined` at
lines 180 and 182). The duplicate adds nothing to the link command line.
This drops the second occurrence in both blocks.
## Impact
- **Users**: None -- no API, behavior, or symbol-table change.
- **Build**: None -- the link command line keeps one copy of each flag;
the emitted binary is unchanged.
- **Hardware**: None -- sim only.
- **Documentation**: None.
- **Security & Compatibility**: None -- pure cleanup.
## Testing
Built and ran `sim:asan` on Ubuntu 24.04 (x86_64):
cmake -B build -DBOARD_CONFIG=sim:asan
cmake --build build -j
The build completes cleanly, the final link line carries exactly one
`-fsanitize=address` and one `-fsanitize=undefined` entry (two each
before this change), and the resulting binary boots to the NSH prompt
without sanitizer errors.
