Applied patch from jira issue OFBIZ-3225 - cancelAllBackOrders scheduled
service should not attempt to cancel "Completed" Orders.
-- cancelAllBackOrders scheduled service should not attempt to cancel
"Completed" Orders. When this service runs for Completed Purchase Orders, it
throws error as Completed cannot be cancelled.
