Create a versioner base class that allows for one source to many destination.
This should simply populate the the product references with extra references
for each replica. Understanding which references are duplicates will be left up
to the client and can simply be done by examining the source of every
reference. The use case is that we would like to be able to release the same
file into to areas on disk.
