When I used the OPSUI within RADiX I kept seeing this horizontal scroll bar
across the bottom of the browser. It would stay there no matter how far I
stretched / resized the browser window.
Turns out the negative margin and padding on the #footer paragraph element
doesn't jive well within the HomePage.css file.
This issue will be used to track this little 1 line change to clean this up.
