Currently, the RADiX trunk includes the OODT Resource Manager but does not
automatically start or stop it via the RADiX global start script [1].
This issue seeks to fix this gap, and enable the RM to be easily started and
stopped via the RADiX global start/stop script dubbed "oodt" [1].
