Hello [~greenes2],
just have tested: works for me as expected :(
My steps were
# enter public room as admin user (using Chrome browser)
# put recording to WB
# enter same room as regular user (using Chromium browser)
# as admin user grant "Draw on WB" permission to regular user
# as regular user play the recording twice
Result: no issues
> Normal user only can play the recording video one time
