   `AncoraSpanishHeadRules` compiles each head-rule tag into a `java.util.regex
Pattern` and is exempt from the regex check added in #1348. The tags in the
rules file use a small grammar: literal tags, prefixes and alternatives.

Each tag should be parsed once when the rules load into a literal or prefix
matcher, and a tag outside that grammar should fail to load with an error
naming the line. The bundled Spanish rules move to a rules format without regex
escapes, and existing rules files in the old format still load.

The bundled rules must keep selecting the same heads, and the class no
longer needs @SuppressForbidden.
