Review Comment:
   I think streams could have different ingestion rates for example? So one 
partition may have 10k/sec and the other could have 10/sec. Generally I think 
offset provides more relevant information to the user in the rebalance case so 
they can assess the upcoming cost to move consuming segments, segment age would 
be an auxiliary for this? cc @somandal
