As per Kinesis code (from `software.amazon.awssdk.services.kinesis.model`):

Hence latest offstream can be null for Kinesis. This PR aims to skip
IngestionBasedConsumptionStatusCheck for Kinesis because we can't determine if
segment has caught up or not if latest offset of stream is null.
