Fix JDK 25 compilation in Zstandard decompressor (#19798)
Reproduce on JDK 25 with ./mvnw -pl pinot-segment-local -am test-compile;
the deprecated Zstd call fails with cannot access NotNull.
Use getFrameContentSize() and preserve the existing size and error results.
