Makes `_parallelSegmentConsumptionPolicy` `protected` so subclasses of `RealtimeSegmentDataManager` can see the resolved policy. The field is resolved once in the constructor via `getParallelConsumptionPolicy()` and never reassigned. A subclass that overrides consumer-semaphore handling currently has no way to tell whether consumption is allowed during build or download, so it cannot make the same decision the base class makes at its two release sites (`buildSegmentInternal` and `downloadSegmentAndReplace`). The alternative is re-deriving the policy from the table config, which duplicates `getParallelConsumptionPolicy()` and drifts from it.
