Standalone non-consistent batch METADATA pushes now send balanced concurrent
batches with a correctly sized HTTP connection pool.
**Reproduce:** run a standalone METADATA job with `pushJobSpec:
{batchSegmentUpload: true, pushParallelism: 32}`; previously it still uploaded
one metadata batch.
**Validation:** 27 focused tests and style/license checks passed; consistent
pushes and distributed callers retain their existing concurrency.
