`TableRebalanceIntegrationTest` expects unavailable disk usage to produce `WARN`, but its controller collects real usage after the default five-minute delay. If collection runs before the precheck assertions, they receive `PASS` and all three precheck tests fail. Disable periodic resource utilization collection for this fixture by setting its frequency to zero, and correct the stale comment claiming the initial delay was overridden. The existing precheck assertions remain unchanged. This failure already occurred on [master](https://github.com/apache/pinot/actions/runs/41195839514/job/124521692045). A temporary diagnostic subclass invoking the real collector reproduced the exact three failures on commit `25d05ce4a90bfede3ee8dafc9fa4b60b76003b19`; the harness is not included in this change. Validation: - JDK 25: `TableRebalanceIntegrationTest` — all 10 tests passed with the fix. - Affected-module Spotless, Checkstyle, license format/check, and `git diff --check` passed. - Compilation with deprecation and warning flags reported no warnings on changed lines. -- This is an automated message from the Apache Git Service.
