Refactor the current LLC code to introduce segment uploader.
(1) It allows segment upload to configurable locations during a split
commit:
(2) A controller vip uploader is refactored out which has the exactly same
behavior as the current uploader.
No behavior difference is expected from this refactoring -- a new
BestEffortSegmentUploader will be added soon.
