What does the callback do exactly? In `setUpPinotController()` of the
ControllerStart, the controllerPeriodicTask was setup after the
`LeadControllerManager` init and the `registerAndConnectAsHelixParticipant()`.
In `registerAndConnectAsHelixParticipant`, the table leadership is determined
via Helix transition. Are you suggesting the Helix transition happens
asynchronously? @mcvsubbu
