Thanks @mcvsubbu, have updated the [proposal](https://docs.google.com/document/d/1txrsoI4WPRMPWuAvE-BHlHP5WIpbjrp0g7znkZD71Fk/edit). I have a question though that I couldn't figure out a solution to. When servers download/evict segments, what would be the best way to update the segment idealstate? Similarly for rebalancing from broker for even distribution of frozen segments.
