This PR adds a way to throttle queries (executed with both v1 or v2 engine)
based on `applicationName` query option.
Queries such as :
```sql
set applicationName='test';
select * from tables
```
will be subject to rate-limiting using QPS (queries-per-second) number
defined via rest api:
`/applicationQuotas` - list all application name to qps mappings
`/applicationQuotas/{appName}` (GET/POST) - read or set application qps
Mappings are stored as a map at `/CONFIGS/CLUSTER/applicationQuotas` path.
Similary to database QPS quota, application QPS value is split between all
online brokers.
