### Motivation
Currently, not providing the class name works only for builtin Functions.
This allows it also for files loaded through the API or with a package URL
### Modifications
* Use `FunctionCommon::getClassLoaderFromPackage ` instead of
`FunctionConfigUtils::validate` in LocalRunner and FunctionsImpl
* Support `ComponentType.FUNCTION` type in `getClassLoaderFromPackage`
