### Motivation
Split algorithm based on flow or qps。
The current bundle algorithm is not flexible enough to split according to
specific traffic, which may lead to a large traffic volume for a certain
writing bundle.
The new MessageRateAndThroughputEquallyDivideBundleSplitAlgorithm algorithm
can automatically find a location with moderate traffic to split, reducing some
invalid splits
