No, I've never encountered this mistake before.

No, not related to these issues.
Async executed `unfenceTopicToResume` only occurs if
`topic.close`/`topic.delete` fails. If users try `topic.close`/`topic.delete`
again, the problem will occur, but users could not do it faster enough.
I just thought this needs to be improved here, so I submitted this PR
