The problem may arise when there is a partially deleted namespace, so that policies.deleted is still true, but the namespace wasn't fully deleted due to some kind of error or even if deleting the namespace took too much time and the broker died in the mean time. We need a way to continue the deletion in spite of having `policies.deleted` = true -- This is an automated message from the Apache Git Service.
