Thanks all~ [pulsar-flink](https://mvnrepository.com/artifact/org.apache.pulsar/pulsar-flink) is what i used. now, it's marked Deprecated. In the flink framework, ClientConfigurationData is initialised in JM, then serialised and sent through the web interface to TM, where it is referenced again.
