from server: Namespace bundle for topic not served by this instance.

We use pulsar 2.11.1 and deploy a whole pulsar cluster on k8s. This cluster has 
2 brokers (2 Pods) with the same external service(SVC) The broker services 
could be accessed from the outside K8s through exposing the port 6650. 
The dns setting of each broker and the service  are all pointed to the same IP. 
 (All brokers and the load balance External IP are the same)
When we start trying to produce a message to the pulsar. The system sometimes 
show the messages as follow:

Received error from server: Namespace bundle for topic (persistent://tt/tt/tt) 
not served by this instance. Please redo the lookup. Request is denied

It seems the K8s SVC redirect the request to the wrong broker after the lookup 
process and get the error. How do we tell the SVC to redirect the request to 
the correct broker ?
