### Search before asking - [X] I searched in the [issues](https://github.com/apache/pulsar/issues) and found nothing similar. ### Version Pulsar version 2.8.1 and 3.1.0 ### Minimal reproduce step In the URL connection string, if the IP3 host goes down and the network ping is not working, creating a consumer startup program with 20 threads on the same Pulsar client can reproduce it. Consumers can subscribe and consume normally. ### What did you see instead?
