### Motivation
Check the broker is available for the SLA monitor bundle when the
`ExtensibleLoadManager` is enabled
### Modifications
* Remove the `candidateBroker.substring(candidateBroker.lastIndexOf('/') +
1);`, because the https://github.com/apache/pulsar/pull/21894 already changed
format.
