Building a fork off v3.3.2 with [#23072](https://github.com/apache/pulsar/pull/23072) commit [1996c86](https://github.com/apache/pulsar/commit/1996c86f4b5d25574e7e6a3ddb73ae1a5bbc79f7) reverted would be one way to check if it's impacting your use case. There are also a few other commits that could be causing the change in behavior such as [#23189](https://github.com/apache/pulsar/pull/23189) & [#23147](https://github.com/apache/pulsar/pull/23147). Tried that but I have problem with building pulsar-all image for architecture linux/amd64.
