    Update CodeQL workflow and add .NET 9 setup step
    
    Streamlined the CodeQL workflow by removing unnecessary comments and unused 
configurations. Added a new step to set up .NET 9 before CodeQL initialization 
to ensure compatibility and proper environment configuration.
