   ### Motivation
   
   When the memory usage of broker reach 100%, there are chances that broker 
enter into a stuck status that it **can't provide service to the client but 
hold the ownership of the bundle in zookeeper**. Provided that there is a 
pulsar cluster with 10 brokers and a topic with 50 partitions, users produce 
messages to this topic. When one of the broker enter into the stuck status 
mentioned above, there are high chance that at least one partition of the topic 
is servered by the stuck broker. 
   We may expect that partitions servered by other brokers can work well, but 
it is not, all partitions of this topic can't work as expected.
   You can verify this by the test code in this pr.
