The [topic stats](https://pulsar.apache.org/docs/next/administration-stats/#topic-stats) and [internal stats](https://pulsar.apache.org/docs/next/administration-stats/#topic-internal-stats) would be useful. One possible reason could be that the messages aren't retained. In Pulsar, messages get discarded if there isn't any subscription or the message retention isn't configured.
