obvious that this is related to the
`pulsarChannelPauseReceivingRequestsIfUnwritable` feature's
`pulsarChannelRateLimitingRequestsAfterResumeFromUnreadable`.
A more descriptive name would be
`checkPauseReceivingRequestsAfterResumeRateLimit`.
