> I don't think that tests should contain ledgerIds since there's another
race that could happen between the manager cursor storing the state to a ledger.
I ran a lot of tests these days, and kind of figured out the logic of
rollover and mark delete. The race condition cases in this PR can be
exhaustively enumerated, so I think `assertEquals()` is more precise that
`isGreaterThanOrEqualTo()`.
