### Motivation
The topic level offload policy doesn't configured, and namespace level
offload threshold is
```
offloadThresholdInBytes: 0
offloadThresholdInSeconds: -1
```
But the `bin/pulsar-admin topicPolicies get-offload-policies namespace/topic
-ap` command returns
```
"managedLedgerOffloadThresholdInSeconds" : -1
"managedLedgerOffloadThresholdInBytes" : -1
```
