   **Describe the bug**
   the message router explained here is supported only in java, but i cannot 
find an equivalent in python. can you help us by supporting the python 
equivalent ?
   
   **To Reproduce**
   1. Go to link : https://pulsar.apache.org/docs/en/cookbooks-partitioned/
   2. see the java implementation
   3) but i cannot see way to send custom message router in python
   
   **Expected behavior**
   the message router sending way should be supported in python and c++
