**Describe the bug**
Pulsar SQL cannot get the latest message of topic.
**To Reproduce**
Steps to reproduce the behavior:
I use pulsar sql query messages, but cannot get the latest message of
topic.I have configured the parameters in broker.conf, but no effect.
